Cross linking with relevant sites is OK, but many have been linking with completely inappropriate sites. There have even been tricksters disguising porn sites as legitimate and then legit sites trade links with them. When Google shakes things up, there is often a big downside and it can last a long time. Hopefully, this will not cause a big problem for legitimate sites. The SEO community will be happy too - they'll be able to offer services back to those they already helped before - a rolling customer base, thanks to their friends at Google.
